MS §19-5-9: adoption discretionary, farm buildings exempt. Scott has NO building code and NO zoning on unincorporated land — the Board's own May 2026 notice states its new wastewater ordinance 'does not contemplate the type of building to be built, does not include any codes, and does not include any zoning regulations.' HOWEVER, effective July 5, 2026 the county now requires an MSDH final wastewater inspection before power/utility connection to a new residential/commercial site (folded into the existing 911-address/floodplain application, no new fee), plus a right-of-way utility permit.
